Abstract
The Urban Management is the cornerstone on which development is based as well as the achievement of the development goals at all levels. The administrative efficiency index, which emphasizes the need for a self-assessment mechanism to evaluate the capacity of the management system at all levels to achieve these objectives. To identify the shortcomings of the management system of urbanization overlap and conflict in terms of competencies for the lack of clarity of functional descriptions of the organizational structures and bureaucracy and long and complex documentary courses and the resulting obstacles to achieve the strategic objectives of The study suggested the production of a model based on a set of basic criteria, which in turn were sub-criteria. The characteristics of each criterion were determined by the analysis of some of the global and regional experiences (such as the British, Egypt's Urban Management Department) to draw up these criteria and indicators for the management systems of urbanization related to the management of the urban management system in Egypt. In order for the proposed model to be effective and a tool for urban management, The relative weights of all the indicators are evaluated. This makes the assessment and quantitative measurement by calculating the frequency of each indicator in the global and regional experiments and the percentage of the total frequencies. Thus, the standard curve of the performance measurement model of the urbanization management was applied to the urban management system in Egypt, And points that need to be improved for future planning and periodic evaluation, which underlines the importance of the proposed model and the importance of research.
