Abstract
Tourism is usually seen as a catalyst for comprehensive development. It is seen as a remedy for stagnant development and high unemployment rates in developing countries. In addition, tourism is the most sustainable and of lower cost compared to other development activities. Saudi Arabia’s development vision 2030 paid attention for tourism as a tool for income diversification and for supporting the national identity. This research aims to develop a comprehensive strategy for hill tourism in Saudi Arabia, defining the objectives, principles, and priorities of hill tourism. In reaching this objective, the paper starts by a literature review about principles and requirements of hill tourism. Second, the paper analyzes some cases of successful hill tourism. Third, it presents a survey of hill tourism potentials in Saudi Arabia. Finally, the paper presents a proposed strategy for hill tourism in Saudi Arabia.
